Symptoms
When running config.cmd, the process stopped at 72% with error:
Steps:
1. Install Java 1.8.0_341
2. Install FMW Infra 12.2.1.3
3. Install setup_bi_platform-12.2.1.4.0_win64
4. Apply following Patching before RCU:
a. Patch 28264679 STANDALONE BI PUBLISHER INSTALLATION FAIL ON 12.2.1.4
b. Patch 27025200 ALL SCHEDULED REPORTS REMAIN RUNNING DUE TO COUNTER FILE LOCK
5. Execute RCU – Successful
6. Execute Domain Config – but it's keep on failing with following Error Message:

Failed single shot step: Add default service instance with: Execution of [cmd, /c, E:\BIP\bi\bin\..\..\user_projects\domains\bifoundation_domain\bitools\bin\create_bi_service_instance.cmd, -d, "Default BI Service Instance", -b, E:\BIP\bi\bin\..\..\bi\modules\oracle.biee.application.starter\starter.bar, -o, weblogic, ssi] failed with exit value 1
