When attempting to run the "Retro-Notifications Report (Enhanced) - PDF" process with parameter "Generate Report" set to 'NO',  log file shows
the following error

The issue can be reproduced at will with the following steps:
1. In HRMS Responsibility navigate Processes and Reports - Submit Processes and Report - Single Request
2. Name : Retro-Notifications Report (Enhanced) - PDF
3. Enter parameters and set Generate Report parameter to NO
