Shipping label not getting generated on ship confirm though API

The shipping label is not getting generated when ship confirmation is triggered from the backend API.
It works fine if ship confirmation is done from the shipping transaction form

EXPECTED BEHAVIOR
-----------------------
Expect Shipping Label to generate from API like it does from form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define label format
2. Defined WMS Label format rule for picking the label format defined above
3. Assigned the label format to 'Ship Confirm' business flow.
4. Use API to ship conform.
