On : 12.2.10 version, Workflow Background Engine
When attempting to approve a transaction is spins for ever
STEPS

The issue can be reproduced at will with the following steps:
1. User logs into EBS
2. Clicks on the Bell ICON
3. Select Full workflist
4. Select a Requisition transaction
5. click on approve..
It just spins
"Process is in progress" and a spinning blue circle.
