Performance Issue after Upgrading from Release 12.1.x to 12.2.10 on Timecard Retrieval Dashboard Self-Service Page when Trying to Search Data in Pre Retrieval Tab (Doc ID 2992161.1)

Symptoms

After upgrading from release 12.1.x to 12.2.10, a performance issue is observed on the Timecard Retrieval Dashboard Self-Service page when trying to search data in Pre Retrieval tab.
A query that takes 20 seconds in 12.1.3 takes around 70 seconds in 12.2.10.

The issue can be reproduced at will with the following steps:

1. Using Manager Self-Service responsibility.

2. Navigate to Timecard Retrieval Dashboard.

3. On Pre Retrieval tab enter the search parameters.

4. Press Go to find the data.

5. Observe the performance issue.
