An automatic modifier is not applying while using a custom qualifier attribute.

The custom qualifier attribute value is successfully getting passed to the order line
when viewing the pricing engine request viewer.  The modifier should be eligible based on the qualifying condition
that is visible from pricing engine request viewer.  However, the price adjustment in not applied to the order line.

The issue can be reproduced at will with the following steps:

  1. Ran QP: Maintains the denormalized data in QP Qualifiers for this modifier
    Responsibility = Oracle Pricing Manager
    Navigate: Reports
    Select 'single request' then 'OK'
Name: QP: Maintains the denormalized data in QP Qualifiers
Pick this modifier from the List of Values (LOV) as the low number
Pick this modifier from the List of Values (LOV) as the high number
           Update Type = ALL
    Submit Request
  2. Ensure concurrent request completes successfully.
  3. Enter an order line and save.
Responsibility: Order Management Super User (or equivalent)
Navigate to: Orders, Returns > Sales Orders
    Enter the order header details
    Enter order line and save.
  4. Click on Actions > View Adjustments
Find that the automatic modifier is not applied to the order line even though qualifiers were met.
