Symptoms

When attempting to create requisition,
the following error occurs.

ERROR
-----------------------
Message not found. Application: ICX, Message Name: ICX_POR_EDITSUBMIT_HEADERTITLE. Tokens: REQ_NUM = XXXX;

STEPS
-----------------------
1. Select Requisition and click on Copy to cart > Add to Cart
2. Opens Edit and Submit Requisition page.
3. Error message appears on the top of the page.

Issue is with only one user.
