EEO-1 Electronic Report Field 2 Incorrectly Showing Status=8 Instead of 9 for Never Reported Locations (Doc ID 2994615.1)

After applying <Patch 36028899> the Electronic EEO-1 report output file is showing new locations as status code 8 for field 2 it is expected that they show as status code 9.

The issue can be reproduced at will with the following steps:

1.  Responsibility: US Super HRMS Manage
   
   
2.  Navigate: Processes and Reports > Submit Processes and Reports
    
3.  Submit Electronic EEO-1 Report 
   
   
4. Click View Output and view output file
