Symptoms

When attempting to import transactions,
the following error occurs.

The project is not chargeable

The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. Navigate to Expenditures > Transaction Import > Review Transactions
3. Query for Transaction Source and Batch Name
