BI Publisher - Bursting Fails With "oracle.xdo.servlet.scheduler.ProcessingException: ::NO_DATA_TO_PROCESS" While Scheduling a Report (Doc ID 2994824.1)

Symptoms

Bursting fails with below error when scheduling a report.

[121323_224915397][][STATEMENT] !!!!!!! BurstingDataProcessor.process :: Data processor failed::[INSTANCE_JOB_ID=1547]::NO_DATA_TO_PROCESS::[INSTANCE_ID=bip.bi_server1] oracle.xdo.servlet.scheduler.ProcessingException: ::NO_DATA_TO_PROCESS::[INSTANCE_ID=bip.bi_server1]

Steps:

1. Log into xmlpserver.

2. Select the Catalog and create a new Data Model based on a XML File.

3. Add bursting definition (split-by, deliver-by, SQL bursting elements) to the data model.

4. Create a new report based on a rtf template.

5. Ensure the new data model is referenced to the report and Save it.

6. Select the Report > Select the Edit button > Select the Properties button and check Enable Bursting checkbox.

7. Test and internal SFTP connection and ensure it is successfully.

8. Schedule the reports with bursting enabled - it failed with "oracle.xdo.servlet.scheduler.ProcessingException: ::NO_DATA_TO_PROCESS::"
