System Not allowing to Update Category While Attempting to Create PO Modification by Adding New Line (Doc ID 2994991.1)

Symptoms

When trying to create a Purchase Order modification by adding a new line, system doesn't allow to update a category and it is disabled.

The category field on the new line in the modification should be enabled for update.

STEPS:

The issue can be reproduced at will with the following steps.

  1. Intragovernmental Order is created.
  2. Approved
  3. Modification is being created - adding a new line.
  4. Category list of values is not enabled.
