EBS 12.2 Install : BuildStage.sh Fails with Error "cp: cannot create regular file '/<Stage Directory>/startCD/Disk1/rapidwiz/bin/..//refhost.xml': No such file or directory" (Doc ID 2995027.1)

Symptoms

EBS 12.2.13 install on Oracle Cloud Infrastructure (OCI) fails at the stage of building stage area.
After running the buildStage script, next step is to patch the stage area with the latest consolidated fixes delivered in Patch 32947483. When buildstage.sh ran for the second time with 'option 2 - Copy new patches to current stage area' it fails with below errors reported on the console. No log file generated.

cp: cannot create regular file '/<Stage Directory>/startCD/Disk1/rapidwiz/bin/../../../../TechInstallMedia/ohs11119/Disk1/stage/prereq/linux64//refhost.xml': No such file or directory
cp: cannot create regular file '/<Stage Directory>/startCD/Disk1/rapidwiz/bin/../../../../TechInstallMedia/ohs11119/Disk1/stage/prereq/linux64//ias_prereq.xml': No such file or directory



STEPS
----------
1. Download the latest Oracle E-Business Suite Release 12.2 software from Oracle Software Delivery Cloud.
2. Run buildstage.sh > Select Option 1: Create new stage area.
3. Apply p32947483_R12_GENERIC.zip with patchRIStage.sh.
    sh patchRIStage.sh
4. Run buildstage.sh > Select Option 2: Copy new patches to current stage area.
