Symptoms

After upgrading production environment to R12.2.11, users are experiencing slowness while searching for Instances, and also intermittently while creating a new instance.
Steps to reproduce:

1. (R) Oracle Install Base Agent User
2. Item Instances > Item Instances Serach Page
3. Search for instances > Page Timeout

Changes

 Database upgraded from 12 to 19c.
