Symptoms

From a new Oracle Cloud Infrastructure (OCI) host, trying to download software for E-Business Suite (EBS) installation with "wget.sh" failed due to error "Network is unreachable".
Unable to contact or download from edelivery.oracle.com.


ERROR

Error from host (wget.log):

Created temporary cookie file /tmp/wget_sh_zLbKjs

STEPS
-----------------------
1. Connect at opc user to the OCI host.
2. Try to download/access E-Delivery.
    $ wget edelivery.oracle.com
