Symptoms

The issue can be reproduced at will with the following steps:

1. Below is the code written for calling the FND_FUNCTION.TEST calling from the API FND_GLOBAL.APPS_INITIALIZE.

BEGIN
fnd_global.apps_initialize(user_id => xxx,
resp_id => yyy,
resp_appl_id => zzz);

IF fnd_function.test('HELLOWORLD') THEN
dbms_output.put_line('TRUE');
ELSE
dbms_output.put_line('FALSE');
END IF;
END;

2. The function always returns FALSE.
