Symptoms

When attempting to call the API GME_API_PUB.INSERT_INCR_ACTUAL_RSRC_TXN and pass in a negative value for the resource usage,
the following error displays.

ERROR
-----------------------
GME_NEG_USAGE_NT_ALWD - Negative resource usage is not allowed


The issue can be reproduced at will with the following steps:
1. Call the GME_API_PUB.INSERT_INCR_ACTUAL_RSRC_TXN API and pass negative resource usage
