Errors from Some Processes are not Shown on the Payroll Message Report (Doc ID 2996137.1)

The Payroll_Id field within the PAY_MESSAGE_LINES table has either a NULL value or 100 (this Payroll ID does not exist in Pay_all_Payrolls_F) against some records. If Payroll_ID is NULL then the error message does not appear within the Payroll Messages Report.

1. In UK HRMS Manager responsibility, create employee with no address
2. Add Payments to ensure a negative Taxable Pay.
3. Submit RTI - Full Payment Submission Process (FPS) 2023/24, which completes with multiple errors
4. Run Payroll Message Report and the assignment is not included
5. Run SQL and confirm PAY_MESSAGE_LINES table has either a NULL value or 100 in payroll_id column for the errors

The issue can be reproduced at will with the following steps:

  1. From HRMS Manager responsibility or equivalent, navigate: Processes and Reports > Submit Processes and Reports > Single Request.
  2. Submit Payroll Message Report
  3. Review report output and see that some expected errors are not on the report.
