R12: ZX: Receive Error on Opening the Tax Rates Page: "Could Not Load Application Module 'oracle.apps.zx.taxcontent" (Doc ID 2996141.1)

When attempting to open the Tax Rates page, the following error is shown:

oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.zx.taxcontent.regime.server.MaintainRatesAM'

in the error stack, the following error is shown, which gives a clue why the error is happening:

ORA-20001: APP-FND-02902: Multi-Org profile option is required. Please set either MO: Security Profile or MO: Operating Unit profile option

The issue can be reproduced at will with the following steps:
1. Navigate to Tax Managers Responsibility> Tax Configuration > Tax Rate

2. The error appears on the page, and the user cannot proceed.
