How to Add Items on a Sales Order Line That Are Not Present on the Price List? (Doc ID 2998655.1)

Goal

Have setup an item (Handling Fee) and trying to add it to a new sales order. However, unable to add the line.
One believes the system is not allowing the item to be added to the sales order because it is not on Price List.
It appears that all items must be on a price list to be added to a sales order line, therefore looking for other
options where the system will accept the item on the sales order line when the item is not present on price list.

Q1. Can one add an item to an Order that is NOT on a Price List?
      Example: Order Type and Order Line Type do not have the Enforce List Price checked in the Setups, Pricing tab.
 
Q2. Once the item is added, is there a way for the line to not require the shippers to actually ship the sales order line?
