Symptoms

While runnning "Financial Tax Register Report" disabled reporting/secondary ledger can not be selected as 'Reporting Context' parameter. It is expected that "Financial Tax Register Report" should be run for all ledgers including disabled/inactive ledgers

==Steps To Reproduce==

1. Disable reporting/secondary ledger using the navigation GL Super user Responsibility->Account Setup Manager
2. Using Payables responsibility try to submit "Financial Tax Register Report"
3. Check if disabled reporting/secondary ledger appears in Reporting context parameter's LOV
