R12: GL: After Upgrading to Version 12.2 or Later, the Pop-up Messages Fail to Appear on the Form When a User Attempts to Input Duplicate rows (Doc ID 2999556.1)

Symptoms

After upgrading to Oracle Application Version from 12.1.3 to 12.2+, when attempting to enter a record on the form which already exists in the General Ledger,
users are not getting any popup and are also not able to save that record.

Although the 'ON - ERROR' trigger is fired in the FRD trace, no error popup message is displayed in the form.


Example:

The issue can be reproduced at will with the following steps:
1. Log into General Ledger Responsibility
2. Navigate to Setup > Currencies > Rates > Daily
3. Try to enter duplicate record
4. Save


The same issue can happen in below forms as well.

a. Duplicate Periods in Calendar
b. Duplicate Journal Sources
c. Duplicate Journal Categories
d. Duplicate Budgets
e. Duplicate Budget Organizations
