ORA-06502: PL/SQL: numeric or value error: character string buffer Error Is Displayed in the Log File of GB XML Data Upload Process When Validating a File Retrieved Online from HMRC (Doc ID 2999615.1)

Symptoms

When trying to validate a file retrieved online from HMRC (His Majesty's Revenue and Customs), the following error can be seen in the log file of the 'GB XML Data Upload' process.

Error
Cause: FDPSTP failed due to ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.PAY_GB_PGL_UPLOAD_DPS", line 3358
ORA-06502: PL/SQL: numeric or value error: character string buffer


The issue can be reproduced at will with the following steps:
1. Under UK HRMS Responsibility or equivalent.
2. Navigate to HMRC Transactions > Retrieve Files from HMRC.
3. Select the Data Type file > Click on Retrieve XML.
4. Go to Search tab > Select Data Type file and click Go.
5. Select the above retrieved file and click on 'Validate'.
6. Go to View > Requests > Select All My Requests and click on Find button > Notice the following two concurrent requests:
    6.1. GB XML Data Upload to Interface Tables > Observe it is completed with Status=Normal.
    6.2. GB XML Data Upload > Observe it ends with an error and the Log (click on View Log button) shows the above error.
