Symptoms
User encountering Error Page when running Update FPDS-NG Reporting Information for Award Modification
User is unable to complete a modification to Award as "Error Page" below occurs when trying to run "Update FPDS-NG Reporting Information".
The document you are trying to submit has not been reported to FPDS-NG.
Please either report the CAR to FPDS-NG, update the CAR to be exempv or provide a reason for approving without reporting in the CAR information page.

You have encountered an unexpected error. Please contact your System Administrator for assistance.

All other validations complete successfully on the award modification.
The user is also unable to view the base award in question (the attempt also leads to an "Error Page" exception)
Steps to reproduce:

1. Navigate to Contracting Spec Responsibility -> CLM Buyer Work Center -> Awards
2. Search for Award # 1234567
3. Create a new Award Modification.
4. Fill in all the necessary information to complete the Award Modification.
5. Run Validate Document and address any missing information.
6. Run Update FPDS-NG Reporting Information
7. Blank screen with the error above occurs
