[OPPAQMON:316751] ORA-25215: user_data type and queue type do not match Error Starting Managers (Doc ID 3000346.1)

Symptoms

On : 12.2.x version

When attempting to start concurrent managers, seeing the following errors in the ICM log and OPP log. Customer is on TXK.13.
 

ERROR

ICM log:

Call to PingProcess failed for FNDOPP
Unable to contact Applications TNS Listener for FNDSM_XXX_XXXX on $NODE.  The Listener may be down or the TNS address is not properly configured for this name. (NODE=XXXX)
An error occurred in client-side routine afpsmccs for Service Manager FNDSM_XXX_XXXX.  The routine returned code 144.

Check for preceding errors and as well as the service manager log file for further details."
