EBSCM: EBS Migration to OCI Fails at Step 'Set Initialization Parameters For PDB' with Error "ORA-00119: invalid specification for system parameter REMOTE_LISTENER" and "ORA-00141: all addresses specified for parameter LOCAL_LISTENER are invalid" (Doc ID 3000424.1)

Symptoms

Migrating E-Business Suite (EBS) 12.2.12 application from On-Premise to Oracle Cloud Infrastructure (OCI) using EBS Cloud Manager (version 23.3.1.1) fails at the step "Perform database post-restore steps > Set initialization parameters for PDB".
The internal step to set initialization parameters "REMOTE_LISTENER" and "LOCAL_LISTENER" for PDB failed with the below error.

ERROR at line 1:
  ORA-32017: failure in updating SPFILE
  ORA-00119: invalid specification for system parameter REMOTE_LISTENER
  ORA-00141: all addresses specified for parameter LOCAL_LISTENER are invalid
  ORA-06512: at line 11
  


STEPS
---------
1. Create backup of source on-premise instance using Oracle E-Business Suite Cloud Backup Module
    $ perl EBSCloudBackup.pl
2. Login into EBS Cloud Manager.
2. Provision from backup.

Changes

 Migration from on-premise instance to OCI.
