Symptoms

Running a Financial Statement Generator (FSG) report from a specific responsibility and note that if no segment override value is used that a specific cost center is missing from the report output.

The expectation is that the FSG return all Department (Cost Center) values unless they are secured by a security rule.
This Specific Cost Center value that is not being seen is not secured so should be displayed.

This is occurring for other FSG's that are similarly defined. If this Department is used in the segment override when the report is submitted the data does generate but only when the segment override is used.

STEPS
--------
1) Using a specific General Ledger responsibility defined to run FSG reports.
2) Run FSG reports as follows: Reports > Request > Financial.
3) Query the report needed and submit.
4) Review the generated output and it is missing the cost center data for the noted department.
