After EBS Upgrade When Configure Basic SMTP Getting Error "Outbound test connection issue. Please check the red marked fields" For INBOUND Configuration (Doc ID 3002039.1)

Symptoms

After EBS upgrade from R12.1.3 to R12.2.11 facing issue when try to configure the Workflow mailer service. Navigation steps for screen error are located in System Administrator - Oracle Applications Manager - Workflow - Service Components - Workflow Notification Mailer - Edit. Even if disable the INBOUND when configure only the basic SMTP and use "Test Outbound Connection" and error appear "Outbound test connection issue, Please check the red marked fields" but the marked fields show for INBOUND configuration.
