Error "Ensure you select a transaction type to which you have access. or The Application Id is not Valid " While Creating New Attribute Or New Rule in Approval Management Engine (AME) After 19C Database Upgrade (Doc ID 3002042.1)

Symptoms


When trying to create an new Attribute or new Rule in AME after 19c Database upgrade, the following error occurs

Error While Creating New Attribute 
-----------------------------------------
1. Ensure you select a transaction type to which you have access.
2. The mandatory argument application_id value cannot be null Cause: The mandatory argument application_id has either not been specified or has been explicitly set to null in the API ame_atu_bus.chk_primary_key . Action: Either specify a value for the application_id argument which is not null or contact your local support representative.
3. Ensure you select an attribute whose item class is used in the current transaction type.

Error While Creating New Rule
-----------------------------------------

The Application Id is not Valid


The issue can be reproduced at will with the following steps:

1. Login to "Approvals Management Business Analyst" responsibility.

2. Navigate to Attributes under the corresponding Transaction Type. Example, "Purchase Requisition Approval".

3. Now click on Attribute Tab and click on Create button. Now Enter the new Attribute details and try to save it.

4. Application show the above error  as mentioned in "Error While Creating New Attribute"

5. Now click on Rule Tab and click on Create button. Now Enter the new rule necessary information and try to save it.

6. Now system showing the above error as mentioned in "Error While Creating New Rule"
