SMTP Delivery Fails With '451 5.7.3 STARTTLS is Required to send mail' Error

Symptoms
On : 12.2.6 version E-Business Suite.
Email is not triggered after concurrent request completion.
The Output Post Processor shows following error for SMTP delivery.

STEPS

The issue can be reproduced at will with the following steps:
1. Submit a concurrent program with email delivery option.
2. Request completes. Email delivery fails with the above message.
