The ECC EAM Work Orders Dashboard - Issues With "Quick Update" Window

Symptoms
Applicable for ECC V9 only.
ECC V11 and V12 have the fixed included in the SCM CONSOLIDATED PATCH FOR ECC.
Work Orders Dashboard Quick Update opens blank page for a subsequent use.
When the Quick Update popup window is closed the first time without making any changes, the dashboard is getting refreshed, which is not happening if it is closed after making any changes.
EXPECTED BEHAVIOR

Quick Update window should work after closing and opening it again.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. [R] Enterprise Asset Management / Maintenance Super User
2. Work Order Dashboard
3 Work Orders tab > last region of the page
4. Click on "Quick Update" on any row.
5. Make an update and click on "Apply".
6. Close the Quick Update popup region.
7. Click on "Quick Update" again on any row.
8. It is opening a blank popup region
