Blue Dot Remains For IGT Order Modification With Advance (Doc ID 3002853.1)

Goal

The Blue dot icon is still displayed for an IGT Order Modification with an Advance.
The modification is successfully pulled back into Oracle and the Performance Period End Date is updated on the order per the mod changes.
Why does the blue dot remain for this modification and the modification status remains in Pre-Approved status instead of Approved?
