Symptoms

Running the Quality module for ECC, when we run program, error message is being received.

Exception in Publish program ORA-00911: invalid character

The issue can be reproduced at will with the following steps:
1. [R] Quality
2. [N] Menu > View > Requests > Submit New Request.
3. Enter program name: Publish Quality Collection Metadata to Enterprise Command Center
4. Submit the concurrent request
5. Program fails and the log sows the error message.
