Symptoms

The Purchasing Requisition Approval workflow is ending in error whenever there is a vacation rule setup for notification routing.
The vacation rule is setup by one of the approving personnel (in the approval path) so as to 'Delegate' the approval response to the next level approver.

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Login to the E-Business Suite Home page - and immediately the notifications are shown
 - Below the notification is a link to create 'Vacation Rules'
 - Create a vacation rule that will delegate approval authority to another employee/approver
2. Create a new purchase requisition and forward it to the employee / approver who has setup the vacation rule
3. As the requisition approval routes the requisition for approval - the workflow does not complete and encounters an error
