Symptoms
When updating or creating Cross Validation Rule Elements through Cross Validation Rules form
the following error occurs.
APP-FND-00944 Program error please inform your support represnetive that.
Flexfields Server Side Validation Package Reports error.
update_cvr_stats() Exception ORA-28113 policy predicate has error

The issue can be reproduced at will with the following steps:
1. Go into the General Ledger Responsibility:
2. Navigate to Setup > Financials > Flexfields > Key > Rules.
3. Create the Cross Validation Rule Elements or Update the existing Cross Validation Rule Elements
