R12: AP: Update Subledger Accounting Balances Request Ends in Warning With Error in Log File: "There is another request(s) running for the ledger_id" (Doc ID 3003977.1)

Symptoms

XLABAPUB: Update Subledger Accounting Balances request finished in Warning state.

The log file shows the following error:

There is another request(s) running for the ledger_id : XXXX application_id : 200
Pls. submit Subledger Accounting Balances Update Concurrent Program once the running request is completed

Steps to Reproduce:

1. Via Payables Manager Responsibility> Navigate to "Requests" screen
2. Submit "Create Accounting" request
3. Request XLABAPUB: Update Subledger Accounting Balances will be spawned automatically but ends in "Warning" state.
