Unable to Query Customers With Nordic Countries Characters In Universal Search Form After upgrade to 12.2.12

Symptoms
After Upgrade to 12.2.12 when trying to search customer with Nordic countries characters from Universal search form getting error as below.

APP-AST-207295: Query caused no records to be retrieved
The issue can be reproduced at will with the following steps:
1. Navigate to (R) Telesales Agent > Universal Search
2. At 'Find' drop down, select 'Organization'. Query for customers have a name including one of the Nordic countries characters å, ä, ö, æ, ø etc
3. Click on Search button and System gives error as mentioned above.
