When Running Enterprise Command Center (ECC) Import Script PatchEccFiles.pl The Following Errors are Encountered: "ERROR: Failed with status 403" and "1010 in ECC instance for error details" (Doc ID 3004496.1)

Symptoms

When attempting to import applications using the patchEccFiles.pl script, the import fails with a 403 error and the following errors can be seen in the patchECCfiles log file:

ERROR:
Importing application /u01/working-area/ecc_stage/fa/12.0.0/patch/115/ecc/applications/fa_ecc.zip for LANGUGAGE en
ECC WEB ENTRY URL:https://<web address> :443/ecc
ECC Application File:/u01/working-area/ecc_stage/fa/12.0.0/patch/115/ecc/applications/fa_ecc.zip
ERROR: Failed with status 403 for url https://<web address> :443/ecc/user/import/applications?gfmString=5iOF_NpMu4jR6rktCY652g..
Please check the log: error code: 1010 in ECC instance for error details
java.lang.Exception: https://<web address>:443/ecc/user/import/applications?gfmString=5iOF_NpMu4jR6rktCY652g.. failed with HTTP status: 403

 

Note: The issue happens to all modules.


The issue can be reproduced at will with the following steps:


1. On EBS tier, go to the location where the patchEccFiles.pl script exists


3. Error message "ERROR: Failed with status 403" is received
