Cannot Import Sold To Customer Contact At Created Sales Agreement Using The API Oe_blanket_pub.process_Blanket (Doc ID 3004844.1)

Symptoms

Cannot import sold to customer contact at created Sales Agreement using the API oe_blanket_pub.process_blanket after upgrading. 

Sold to customer contact id is null after sales agreement creation using the API oe_blanket_pub.process_blanket and there is no error message.

Steps to reproduce:

1. Create BSA using oe_blanket_pub 
2. Pass sold_to_contact_id in header_rec

BSA should get created successfully with passed Customer Contact, but it is not. 

Changes

 Issue started happening after upgrading to Oracle EBS 12.2
