Symptoms
When attempting to Generate Balances on amendment of partially funded lease, the following error occurs.
Error Message
FRM-92101: There was a failure in the forms Server during startup. This could happen due to invalid configuration. please look into the web-server log file for details

The issue can be reproduced at will with the following steps:
1. Use a Property Manager responsibility
1. Navigate to Leases and Documents > Main Lease > Enter Leases and Documents
2. Query existing partially funded lease
3. Click Amend Lease
4. Click Go
5. Change expiry date
6. Click Generate Balances
7. Error message window pops up
