Function "No Discussion Broadcast" (PON_NO_BROADCAST ) is not available in System administrator, hence this function can not be added to a responsibility to remove "All Participants" option during Online Discussion

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply <Patch 26965503:R12.PON.D>
2. System Administrator >Navigate to Security > Responsibility > Define
3. Query the Sourcing Supplier responsibility being used by the supplier  
4. Try to check for Function "No Discussion Broadcast"
5. The function No Discussion Broadcast (PON_NO_BROADCAST) is not available
