More than One Delivery is Created for Single Pick Release For Single Sales Order

Symptoms
While trying to pick release the sales order with 100 lines,
it creates 2 deliveries instead of 1 delivery.
Expecting pick release to create 1 delivery.
STEPS
-----------------------
1. Set "WSH: Pick Release Batch Size" profile option to 500
2. In Delivery Grouping Attributes, select only Order Number
3. Run Pick Release for 1 order with 100 lines
4. It creates 2 deliveries.
