Symptoms

 Inactive Supplier/Customer are not available List of Values (LOV) of Third Party Registration Form.

The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Financials for India.
2. Party Registration > Third Party Registration > Click on list of Values (LOV).
3. Observe inactive customer/supplier are not available.
