Performance issue in Payments Process Request Page - Add Scheduled Payments page is taking longer time to respond.
SQL trace shows the following query causing the issue:

The issue can be reproduced at will with the following steps:
1. Navigate to Payables Responsibility
2. Click on Payments Manager
3. Query Payment Process Request / Submit a new Payment Process Request
4. Add Scheduled Payments
