R12: AGIS: Approve Button Is Not Available At Recipient Workbench

Symptoms
Inbound AGIS transactions cannot be updated as the update button is greyed out even though they are in received status. Issue is happening for any user.
Approve button is not available at Recipient workbench.
STEPS
-----------------------
1. Log in to Intercompany responsibility
2. Navigate to Transaction > Inbound > Query the inbound batch
3. Approve button not found
