RMA Order Stuck with Error 'Exception in PROCESS_RMA_LINE : User-Defined Exception' In IB Interface (Doc ID 3009308.1)

Symptoms

On : 12.2.10 version, Support Codes

While interfacing RMA Fullfillment transaction to Install Base, below error occurs

ERROR

Exception in PROCESS_RMA_LINE : User-Defined Exception

And rows in table csi_txn_errors are stuck with null value in transaction_type_id

The issue can be reproduced at will with the following steps:
1) Oracle Installed Base Admin responsibility
2) Open the Transaction Errors Processing form
3) Query with the transaction id XX
4) Select the Process Flag just to the left of the error
5) Navigate to Others -> Requests.
6) Submit the concurrent program "Resubmit Interface Process" with parameter Selected
