Symptoms

When attempting to baseline a Project budget the following error occurs.

PAPA_BC_XLA_ERROR

The issue can be reproduced at will with the following steps:
1. Go into the responsibility: <Responsibility>.
2. Navigate Budget
3. Select the Project > Baseline
