Symptoms

When attempting to create accounting of payment, the following error occurs.

APP-FND-00798: Invalid reference FND_STANDARD_DATE in value set attached to segment Tax Accounting Period

The issue can be reproduced at will with the following steps:
1. (N) Payables Responsibility > Payments > Entry >Payments
2. Query Payment > click Actions > check Create Accounting > Ok
