Pubic API PO_REQUISITION_CANCEL_PUB Allows Cancellation of INPROCESS Requisitions (Doc ID 3009941.1)

Application allows canceling inprocess requisitions using public api PO_REQUISITION_CANCEL_PUB

The issue can be reproduced at will with the following steps.

  1. Navigate to sql developer
  2. Use the puclic api - PO_REQUISITION_CANCEL_PUB to cancel requisitions that are in inprocess status
  3. Find that the API completes successfully and inprocess requisitions are cancelled
As Documented in : Functionality Of Cancelling 'In Process' Requisitions In iProcurement And Core Purchasing (Doc ID 1987669.1)

Development confirmed cancellation of In Process requisitions should not be allowed. As per the inputs from our Product Management, and as per the user guides, cancellation of IN PROCESS documents should not be allowed (for either requisitions or purchase orders)
