Symptoms

 When attempt to export the Invoice from EBS to ECC, Those invoices not appearing in the ECC Holds Dashboard

The issue can be reproduced at will with the following steps:
1. Navigate to Payables Manager responsibility
2. View > Request > Run : Payables Command Center Data Load
3. Navigate to ECC Dash Board > Holds > Check the Invoices
