ECC IProcurement Popular Categories URL Fails With "Bad Request" Error When Category Name Includes Character '&' (Ampersand) (Doc ID 3010365.1)

In Enterprise Command Center (ECC) iProcurement > Shop Tab under popular categories section, any selection of category names that contain the character '&' (ampersand) on them


Will lead to the error "Bad Request. The request could not be understood by server due to malformed syntax." as follows:



Steps to Reproduce:
 1. Go to Home Page of ECC iProcurement responsibility
 2. Under Popular Categories and select category that includes the character "&" (ampersand) - i.e.: 'Captl Furniture & Fixtures'
 3. Upon selecting that category, the error above will occur
